Viruses that pretend to be antiviruses and scan your computer constantly popup and won't let the internet show?

What are you supposed to do about them? I sn't there that thing that I can type in MSDOS COMMAND or something..there must be somethingbecause I did it last time...I don't know what to do because I can't even get on the internet
