Baby is 11weeks old not smiling and a couple of other problems?

hi my baby i 11 weeks old and was induced at 36 weeks because of growth restriction.My baby weighed 1.9kgs at birth and is now ova 4.2ks.She also projectile vomites at least once a day do u think that is why her growth progress is slow?also 1 more question 1 of her eyes is slightly going out wards i know that she can see as she tracks but could the eye be affecting why she isnt smiling .If any1 could help me on this pls do .....thanks
